Mr. Hoppy is infatuated with his downstairs neighbor, Mrs. Silver, who is solely interested in her pet tortoise Alfie who never seems to grow. Mr. Hoppy comes up with a plan to win her over using her issue with Alfie as another resident tries to win her favor.
