The title says it all: they ripped off the premise of the film (and later television show) 12 Monkeys. Period. That's it. They made some VERY minor changes, hired some less than stellar actors, and viola - there you have it. 12 Monkeys (as a film) wasn't great, even with Brad Pitt and Bruce Willis. To my surprise, I liked the Sci-Fi Channel iteration much better, but even that wasn't Grade A. Save the hour or so of your life you'll never get back and skip this.
Much like some comic books that have impressive covers on the front to cover-up poor artwork inside, is pretty much what this movie is like. Problem with this movie is long drawn out dialogue, with pointless waste of time yelling and threaten gun pointing that does nothing. It's like everything was stretched out more than should be. Possibly for lack creative ideas involved. Tanning booths used for time transference is too apparent. The ending being inconclusive also helps make the movie not worth watching or buying. Not a movie to enjoy watching over and over.
